Public Transport Seminar on Trolleybus Systems
On 20th October the UBC Commission on Transportation in cooperation with the CIVITAS TELLUS project organized a Public Transport Seminar on Trolleybus Systems in Gdynia (Poland). The place of the seminar wasn’t chosen incidentally. Gdynia is an active city and has gained about 100 mio EUR of European funds for significant infrastructure projects. It is also one of the three cities in Poland that has trolleybus system. Moreover, it is the only one that is developing it rapidly.
Deputy Mayor of Gdynia Mr. Marek Stepa and Chairman of UBC Commission on Transport Lisa Sundell (City of Göteborg) opened the Seminar.
The first presentation was made by Marcel Rommerts representing European Commission, DG TREN. He underlined the role of clean and efficient public transport systems because of fact that almost 80% of EU citizens live in urban areas. For better living conditions it is very important to create a very high quality of public transport systems that would give an alternative to individual car users. He gave an example of Arnhem City where trolleybuses are part of an attractive urban image.
Guido Bruggeman from the European Bank for Reconstruction and Development presented areas of activity of the EBRD. His analysis showed that there are 366 trolleybus systems in Europe, mostly in developing countries outside of EU (ie. Russia, Ukraine, Romania). From his point of view cities sometimes have too many urban transport systems (ie. tramway, bus, trolleybus). This creates serious problems fulfilling all of the investment needs and to strengthening competitiveness of public transport system. Although trolleybus systems are more expensive than traditional bus systems the external costs such as noise and pollution, should be taken into economic account.
Klas Sörensson (Skånetrafiken) and Leila Nielsen (Arriva) presented the process of building the first trolleybus system in Landskrona, Sweden. In Landskrona three trolleybuses of Solaris/Ganz operate the line between rail station and city centre. Important part of financing the investment was a state contribution under a Local Investment Program.
Bernt Nielsen, Director of Public Transport of Göteborg titled his presentation as ”Why did Göteborg not introduce trolleybuses?”. His argumentation was based on the factors that moved out trolleybuses from the streets of the city in 1964. He said that the strategic decision of the city was introducing CNG fuel into public transport. Main advantages of CNG are in his opinion lower emissions than traditional diesel engines, lower investment costs compared to the trolleybuses as well as the higher flexibility of services.
The second part of the Seminar contained presentations of the cities that have a long experience in developing and maintaining trolleybus systems.
Mindaugas Kucinovas, City of Kaunas, showed the challenges of modernization the rolling stock according to Strategy for Clean and Healthy City Public Transport.
Florin Dragomir presented the biggest trolleybus system in Romania – Bucharest. He underlined the importance of clean public transport for sustainable development.
Proffessor Olgierd Wyszomirski and Marcin Wolek (City of Gdynia) gave an example of the process of development trolleybus system in Gdynia where trolleybuses are a mode of clean and efficient transport and an important part of the urban image.
Guido Bruggeman ended the seminar with a summing up of the presentations.
After the Seminar all participants were transferred to the hotel by trolleybus. The informal part of the seminar took place in Kashubian subregion with folk entertainment and further trolleybus discussions.
